Some conclusions and recommendations from the report 'Evaluation of Arts Plan 21-24. Realization and integrality'.

The Kunstenplan is the backbone of Amsterdam's cultural policy. On the basis of this four-year plan, a total of more than 600 million euros is allocated to cultural institutions. Several actors play a decisive role, including the municipality, the Amsterdam Arts Council and the Amsterdam Fund for the Arts (AFK). Bureau Blueyard was commissioned to research the creation of the Kunstenplan. 

Blueyard's main conclusion is that the process from policy making to grant awards has become too complex, for applicants, advisors and city council members alike. The many adjustments in the current and past arts plan periods have led to differences in procedures and practices between the evaluators: the Arts Council and the AFK. According to the researchers, the biggest task is to see how the system can become more unambiguous and transparent and the process simpler and more effective, especially for the benefit of the applicants. 

Diversity and inclusion play a prominent role in the Arts Plan 2021-2024. Amsterdam expects a representative and inclusive supply of culture for all Amsterdammers. The researchers are critical of the chosen solution to anchor diversity and inclusion with special functions in the Amsterdam Bis. The functions were intended for exemplary institutions, but due to a lack of substantiation, the appointments to the functions were given mainly a symbolic value. Blueyard's recommendation is to see an offer for all Amsterdammers as a criterion for all institutions both in the Amsterdam Bis and at the AFK, with the requirement that they contribute to representation and inclusion to the best of their ability.
