Every year, 35 cities in the Netherlands receive a government subsidy to provide space for talent, improve the relationship between the artist and the public and strengthen the art sector. How is it possible that - despite this scheme - commissions for art in public spaces, art routes and art incubators are becoming increasingly scarce?
