Starting this year, municipalities will receive 300 million euros in additional indexation from the cabinet to compensate social and cultural organizations for increased costs starting in 2022. However, this is hardly used yet, if at all, according to a tour of 20 large and medium-sized municipalities by the Taskforce Cultural and Creative Sector.

Only a quarter of the surveyed municipalities have an energy compensation scheme. And the indexation of subsidies over 2023 still sits at an average of only 4.7%, compared to an inflation rate over 2022 of 10%.

Municipalities are not legally required to use the additional funds ONEn-on-ONEn carry over to cultural facilities. Some municipalities allow organizations to apply for compensation if they have been hit by sharply increased energy costs. But many municipalities are waiting until it is clear exactly what the state's price compensation will look like. That is not expected to be the case until May, which is too late for many cultural organizations. However, many municipalities are implementing rent increases, variëranging from 2.9% to over 14%. Because that rent increase is barely compensated, it comes at the expense of cultural programming.
