Support for creators in some municipalities

In several Dutch municipalities corona measures have been taken to specifically support professional makers. We collected some examples.

For some of the measures listed below it is no longer possible to apply, nevertheless we found it important to share the information with you, so that you can form a picture of the support for makers that exists throughout the country.

Amsterdam 

In Amsterdam, it was announced at the end of March that 21.4 million euros had been spent on the project. extra was made available for the cultural sector. Part of the of that money is meant to help creators get started as soon as the possibility of relaxing the corona measures. 

Amsterdam is also setting up a desk for people working in the cultural sector (in Amsterdam this is 10%) for support such as retraining. For the new emergency support regulation, 16 million euro has been reserved for institutions and 0.4 million euro for breeding sites. For makers and smaller (including neighbourhood-oriented) initiatives, the municipality is widening the possibilities for projects to be funded. by increasing the budget for project subsidies from the Amsterdam Fund for the Arts by 2 million euros on a one-off basis.

Arnhem 

The more than 1.4 million euros that the municipality of Arnhem received to support the cultural sector (see also 'Compensation for culture in municipalities' in BK Information #2, 2021) will partly go to extra budget for artists and support of visual arts initiatives. Cultuurplatform Schakel025 will receive a contribution of 100,000 euros to support specific initiatives by makers and artists via the Stroomversneller and to offer training in the field of professional practice, with a maximum of 3,000 euros. The Stroomversneller is aimed at professional young makers who have had a professional practice for no longer than eight years.

The first round in 2020 was followed by a second support package for institutions and makers. The package consists of three pillars: emergency aid for institutions and makers, a contribution to help reopen the cultural sector safely and responsibly, and support for innovation in the longer term. The total contribution is 2.75 million euros. The innovation scheme will be worked out in more detail before the summer and will consist of a commission scheme for makers, new forms of production and presentation, and commercial collaboration.

Assen

The municipality of Assen allows the 1.132 million euros in corona funding from the state for culture to go entirely to cultural institutions, freelancers and amateur organizations. Most of the money goes to the institutions. The amount provided by the State is not sufficient to compensate for all the damage suffered. This amounts to approximately 1.6 million euros. The municipality earmarks 150,000 euros for freelancers in the sector. These funds are made available to cultural organisations for assignments and projects.

The Hague 

With the 'Investing in Culture' subsidy scheme, the Municipality of The Hague aims to promote one-off projects, experiments and creators in the cultural sector. Individuals can receive up to 3,000 The total budget is 800,000 euros. This subsidy can be applied for from 1 April 2021. Also, in Den Haag the 'Subsidie makers'. Artist or artists can apply for a maximum of 8.000 euro for a development plan. Applications are possible again from 1 July.

Eindhoven 

Since the beginning of April the scheme 'Tegemoetkoming individuele makers' has been in place in Eindhoven. The scheme enables professional makers to continue investing in their professional practice so that, after measures have been relaxed, they can get back into business and scale up. The scheme consists of a one-off subsidy and an allowance for the material costs of running a business. professional costs. Proven costs are not deducted from Tozo. A maximum of EUR 7,500 can be applied for and a total of EUR 750,000 is available. Applications can be submitted until 1 October 2021. In addition to this compensation, there is an increase in the 'Quick Money' subsidy ceiling of 500,000 euros as emergency support.

Groningen 

Eight cultural institutions in Groningen started a quick service desk for artists and zzp'ers who fall outside the existing schemes. fall. The total budget they raised was 170,000 euros. Applications were possible from 1 April onwards: within 12 hours of the opening of the counter had requested the full budget.

Haarlem 

Haarlem has determined an additional support package for the cultural sector of 2.6 million euros for the first half of 2021. Part of this goes to emergency support for subsidised cultural institutions. Tenants of municipal studio buildings are eligible for rent remission for a period of six months. The tenants have been informed in writing. For non-subsidized tenants of municipal real estate is determined on a case-by-case basis whether emergency support from the municipality is necessary.

Nijmegen 

Nijmegen is supporting the cultural sector with 4.9 million euros in 2021, of which 2.2 million comes from the state. The municipality will provide 500,000 euros available to get the cultural sector up and running again quickly, including for new projects and commissions to creators.

Oirschot

The municipality offers art and culture organisations and culture makers the possibility of direct financial support if they organise new cultural activities and projects in Oirschot that increase the cultural viability. Professional culture makers were eligible for a compensation of the costs incurred (maximum 2,000 euros) as a result of the imposed corona measures.

Rotterdam

In Rotterdam there will be extra support for makers via CBK Rotterdam. and through the philanthropic Droom en Daad foundation. CBK Rotterdam received an extra budget of 200,000 euros from the municipality. to make this possible. Applications can still be submitted from 3 to 7 May. It is currently unclear whether the scheme can be continued in the future.

The budget available for Droom en Daad for makers is currently 500,000 euro. All Rotterdam-based makers can apply through a special desk for a project with a minimum size of €500,000. 1,500 and a maximum of 7,500 euros. This is still possible from 10 to 14 May.

Tilburg 

The Makersfonds PLUS is a subsidy scheme for professional individual makers in Tilburg. It is intended that the scheme offers perspective during and after the corona period. A grant of up to 7.500 euros can be applied for. The total budget is 750.000 euros. Applications are processed in order of receipt. The grant can be applied for retroactively (until June 2020 at the latest). In the first round, eleven Tilburg-based makers received a grant from the Makers Fund, for a total amount of 75,000 euros. In this round 69 applications were submitted for an amount of of 467,406 euros. The next round for the Makers Fund in 2021 is in June/July and also then 75,000 euros will be available.

Utrecht

Creators and cultural organisations in the Utrecht cultural sector will be able to apply more easily for an impulse subsidy from the municipality in the first half of 2021. Until July 1, creators and organisations in Utrecht can once again apply for 100 percent (instead of the previous 100 percent) impulse subsidies. 50%) of their project costs, up to a maximum of 2,500 euros. Cultural organisations that received funding in the last four years via the culture note, can also submit plans for a project subsidy. The municipality is assuming that as a result more work and more assignments will become available for makers. An additional sum of 250,000 euros is available for this purpose.

Zwolle

With the 1.4 million euros provided by the state for the cultural sector in Zwolle, the municipality is targeting both creators (professionals, amateurs and new talent) and institutions that play a facilitating or presenting role in Zwolle's cultural infrastructure. Various measures will be taken for makers in Zwolle.
