AI, creators and the role of government

The Council for Culture is working on an opinion on the impact of AI on creators, with recommendations for the minister and the sector. The council is focusing in particular on the practice of creators and believes it is important to show how AI affects various stages of the creative process: how does AI affect music making or artistic research? A realistic portrayal of AI is important.

In its opinion, the council will also consider the impact of AI on the meaning and value of art and creativity. If songs and images can be generated, it will affect how creators and the public view art, creativity and craftsmanship. Who is the creator of an AI artwork and how does AI relate to the artist? And to what extent do creators need automation of the creative process?

Furthermore, the council considers what AI means for the position and earning power of creators and the role of the cultural and creative sector in dealing with AI in society. Many policies surrounding AI have already been developed or are being developed, at the European and national levels. Many of these are general policies, while AI has far-reaching consequences specific to creators in the cultural and creative sector.

A formed advisory committee will engage with many creators and organizations in the sector, and the council is expected to issue an opinion in early 2026 with recommendations for both the sector and the government.
